The Office for Civil Rights with the US Department of Health and Human Services (HHS) conducted an investigation of the New York City Human Resources Adminstration, the New York State Department of Health and the New York State Office of Temporary and Disability Assistance. The investigation found that the departments were in violation of provisions for limited English populations.
